: mode of despatch etc. I propose by this means if Your Lordship concurs to give effect to the recommendation of the Shanghai Commission, and refuse permission to export to countries which have prohibited the import of Opium even though such export should not be illegal under the laws in force in this Colony.
(d). No person shall sell any Prepared Opium or Dross Opium to any female or to any child under 16 years of age.
(e). No person shall open, keep or use any Opium Divan. (Note: The definition of 'Opium Divan' will be amended so as to include Boats and places even though not open to the Public; if fees are charged &c.), provision will be made for the infliction of severe penalties upon any person convicted of keeping an Opium Divan or upon any person smoking Opium or Dross Opium in a Divan, and any person found in or escaping from an Opium Divan when entered by lawful authority will be deemed, till the contrary is proved, to have been smoking Opium or Dross Opium therein.
(f). The offices of the Farmer and any places used by him for manufacturing, storing or selling Prepared Opium or Dross Opium shall be open to inspection by Government Officers.
(g). The books of account and other documents kept by the Farmer in connection with the business of the Farm shall be subject to inspection by Government.
(h). The packages or receptacles in which Prepared Opium and Dross Opium may be sold to the public and the quantities that may be contained therein may
